For four years Le Corbusier has been unceasing in his efforts to propose more and more precise solutions to the municipal government, the effect of which would be to permit this city, now in the throes of a dramatic impasse, to find the necessary path towards its imminent extension.

Le Corbusier and P. Jeanneret first of all established a general project, called "Project Shrapnel", with the intention of breaking through, for once, all the administrative red-tape and to establish in city-planning the new scales of dimensions required by contemporary realities. The project consists of three parts:

A. Creation of a Business District on the land occupied by the "Quartier de la Marine", presently tabbed for demolition (at the tip of the Cape of Algiers).

B. Creation of a residential quarter on the presently inaccessible terrain of the Fort-l'Empereur (450-600 ft. high), by means of a bridge extending out from the Business District towards this presently unused land.

C. Connection of Algier's two most widely separated suburbs: St-Eugène and Hussein-Dey-by means of a vehicular express route situated at the height of 300 ft. above the rocks; this express route is supported by a concrete structure varying in height (depending on the changing level of the ground) between 270 ft. and 180 ft. and in which are disposed dwellings for 180.000 people. These habitations enjoy the optimum conditions of hygiene and beauty. The project thus furnishes two solutions indispensable for the city: provision of rapid vehicular circulation and the creation of the necessary volumes of dwellings.
